HUMMINGBIRD INDIGENOUS FAMILY SERVICES MISSION AND VISION:
Healthy Indigenous babies being born into healthy Indigenous families being supported by healthy Indigenous communities. At Hummingbird Indigenous Family Services, we believe that attachment and culture are the foundations of healthy communities and that through rematriation (Returning the Sacred to the Mother) we can heal historical trauma.
Through culturally relevant support during the perinatal period, we reduce the personal, cultural, and systemic barriers that disproportionately affect Indigenous parents while strengthening the bond between parents and connections to the community. In many ways, Hummingbird IFS aims to embody traditional models of pre-colonial support and care for families.
HUMMINGBIRD DATA SOVEREIGNTY:
At Hummingbird, we are committed to leading our own data and evaluation work. We believe Indigenous people should be in control of our stories. Our community is our guide as we produce data for action to serve our relatives. The Data Sovereignty program’s core values include shaping our own narratives, highlighting our community’s beauty and wisdom, and centering Indigenous methodologies.
Hummingbird’s Data Sovereignty team oversees research and evaluation of our core service programs. Our current projects include:
- The “Rebuilding the Village” evaluation of Hummingbird’s BirthKeepers Doula Program and Pilimakua Family Connections program
- The “Nurturing Future Ancestors” evaluation of Hummingbird’s Nest guaranteed income pilot program, and
- The “CIRCLE-HV” evaluation of Hummingbird’s Pilimakua Family Connections program.
- National Reproductive Justice Landscape Assessment
We also have occasional smaller short-term contracts. The data sovereignty department utilizes Indigenous evaluation frameworks, mixed-methods approaches, and prioritizes our community as our primary partners and audience for data-based storytelling through a strengths-based Indigenous lens. We collaborate closely with Hummingbird’s other programs and staff to support their work, ask relevant evaluation and research questions, and highlight their programs’ stories.
SUMMARY OF POSITION:
The Data Sovereignty Program Manager will coordinate with the Director of Data Sovereignty, our Indigenous community, and the Community Evaluation Coordinators to support all Data Sovereignty projects. The Program Manager helps to oversee community engagement, planning, coordination, data collection, analysis, and dissemination activities in collaboration with other Data Sovereignty team members. The manager also supports departmental operations including budget management; team management; sub-contracts and consultants; and coordination with Hummingbird Indigenous Family Services (IFS)’ Administrative team.
Like all Hummingbird IFS staff/leadership, the Program Manager participates in required All Staff activities, helps to staff community events, and participates on the Hummingbird leadership team. The Program Manager convenes and supports coordination for the Data Sovereignty Advisory Council, a group of four external Indigenous research experts. The Program Manager also participates in preparing Data Sovereignty Department updates for Hummingbird IFS’ Community and Cultural Advisory Council and Clan Mothers (Board of Directors) on our projects and the Department’s work.
In addition to our internal work, the Program Manager contributes a limited amount of time to external collaborations. This includes participation in work groups, advisory committees, and one-on-one consultations with external entities when it is mission-aligned for Hummingbird IFS and relevant to the Data Sovereignty Department’s work. For example, we participate in the national Guaranteed Income Maternal and Infant Cash Coalition.
This position will:
- Oversee and manage the daily operations of the Hummingbird Data Sovereignty Department
- Support coordination with internal and external parties to achieve project objectives and maintain transparency
- Engage Hummingbird's relatives and community deeply in all phases of our work
- Develop and monitor research/evaluation plans, including work plans, community engagement strategies, data collection tools, and analysis and dissemination plans
- Collaborate with community partner agencies
- Supervise department staff and student interns
- Maintain relationships with external research partners and funders
- Leverage Indigenous and liberatory research methodologies throughout all phases of our projects
- Develop briefs, reports, presentations, and manuscripts for diverse audiences
- Support oversight of departmental operations
- Prepare and submit timely grant reporting
- Participate in writing grants to fund departmental objectives
- Manage sub-contracts and related communications
- Meet deadlines for deliverables
- Ensure compliance with IRB protocols and other research participant protections
- Participate in required All Staff activities
- Participate in and occasionally lead Hummingbird IFS community events
- Contribute to the Hummingbird IFS leadership team
- Participate in occasional travel (e.g., grant meetings and conferences)
- Other duties as assigned
REQUIRED SKILLS AND/OR EXPERIENCE:
- Minimum of a Masters Degree in Public Health, Social Work, Social Science, Education or related field;
- Minimum of 6-8 years of experience within non-profit, academic, or private sector research settings;
- A track record of successfully leading the development and implementation of research and evaluation projects;
- Experience with both quantitative and qualitative research methods;
- Strong project management experience and able to simultaneously facilitate the work of multiple teams or projects;
- Excellent written and oral communication skills and ability to distill and explain complex concepts;
- Experience working collaboratively with others across an organization;
- A self-starter with a personal style characterized by service, accessibility, curiosity and a genuine team orientation;
- 15-20 years of personal or professional experience interacting closely with Indigenous, American Indian/Alaska Native, Pacific Islander and/or Native Hawaiian communities;
- Experience working with birthing peoples and families;
- Working knowledge of historical trauma and colonization;
- Strong background in health equity and understanding of how structural oppression impacts health disparities;
- Working with computers including updating websites, social media, email groups and listservs, word processing, database management; and data analysis software;
- Strong verbal and written communication and skills;
- Sensitive awareness of diverse cultural, socio-economic and lifestyle backgrounds;
- Work independently with regular contact/coordination with the Executive Director;
- Must pass a background investigation, including relevant criminal history.
COMPENSATION:
Salary is $95,000 full-time (1.0 FTE) exempt, plus a monthly $150 tech stipend.

LOCATION:
Hybrid in-person and remote, two in-office days per week; Hummingbird IFS’ office is loated in South Seattle. Position requires working at community events throughout King County, Pierce County, and on local reservations. The position also requires some overnight travel. Must live locally.
WORK SCHEDULE:
Full-time, 40 hours per week. Occasional evening and weekend meetings/events. Hummingbird supports flexible and family-friendly work schedules.
